Safety liner under US military fuel tanks still failing, weeks after approval

Groundwater is leaking through the safety liner under some of the fuel facility's 11 tanks, which were constructed unlawfully on Darwin Harbour without a building permit. It comes after the NT government approved the tanks for operation in September.
