US Marshals won't face charges for shooting and killing Minneapolis black man Winston 'Boogie' Smith

US Marshals were 'reasonable and justified' in shooting and killing Smith because he had a gun and fired it, according to a county prosecutor. Smith had an active warrant at the time of his death.
